Roberts (Queenscliff) BELLARINE PENINSULA TENNIS ASSOCIATION INCORPORATED MID WEEK COMPETITION BY- LAWS Where not enumerated the Rules of Tennis as issued by Tennis Australia will apply. 1. TEAMS (a) Each team to consist of 4 women. 2. REGISTRATIONS (a) Players are permitted to be registered with 1 only affiliated club of this Association for each season. (b) All players of a team playing in the competition must be registered and eligible according to the rules. Penalty: Loss of sets 6 - 0, played by ineligible player. (c) All players must be registered with the Secretary before playing in any match. (d) Only registered Club Secretaries or Midweek representatives may contact the Secretary. 3. GRADING (a) Clubs are to submit lists of proposed teams, including emergencies, in order of their club’s recommended grades before grading by the Match Committee. (b) The information provided must detail all players past performances and gradings, including indoor pennant information. (c) These teams will be selected into grades in numerical order (e.g. Grades 1, 2, 3, etc.) with all grades having 7 or 8 teams in each. In the case of insufficient entries the minimum number of 6 team grades may be formed. (d) After grading the list of those teams will be returned to the clubs, showing approved grades of all players and emergencies WHO CANNOT PLAY BELOW THE APPROVED GRADE. 4. ELIGIBILITY OF PLAYERS (a) A player, having played with a different club the previous season, is ineligible to play with any other Associated Club if she is under any financial obligation to the previous club. Disputes to be dealt with by the Association Management Committee. (b) In the event of any club entering 2 or more teams in the Association, players may move to a higher grade at any time, except that players may not play any lower grade after playing a total of 4 matches in any higher grades. (c) In the event of any club entering 2 or more teams in the same grade of this Association, any player who plays 4 matches with the 1 team cannot play in another team in the same grade without permission of the Match Committee. (d) No player shall be eligible to represent her club in more than 1 grade in matches fixed by the Association for the same date. Penalty: Loss of sets 6 – 0, in higher grade played. (e) All players of a team (except Grade 1), playing in and winning a premiership the previous season will not be eligible to play in the same grade or in a lower grade the next season. 5. EMERGENCY PLAYERS (a) For home and away matches and Finals, each team allowed 1 EMERGENCY to replace members of team due to illness or injury after starting the match. Interrupted sets are to continue after the last competed point. (b) The emergency must be available for play at the courts within 30 minutes (1 hour if the emergency’s home club is more than 45 km away from the match) of notification of illness or injury. (c) For Finals matches the emergency must be immediately available for play. If the emergency is not immediately available for the set to continue - after the last completed point, it will be forfeited. 6. LATE REGISTRATIONS (a) Temporary permits for late registrations may be obtained BY PHONING the Secretary BEFORE PLAYING IN ANY MATCH. Permits granted are subject to approval and grading by the Match Committee. (b) Late registrations will be received up to and including the final round of home and away matches, however players registered after the 10th round will not be permitted to take part in any Finals matches. (c) All applications for late registrations must be FOLLOWED UP in writing to the Secretary, and received by Friday following the Tuesday matches. Penalty: Loss of sets 6 - 0 7. REGRADING (a) The Match Committee reserves the right to regrade players, teams and emergencies after the start of the season where deemed necessary. (b) The Match results sheets from the regrading round (R3 or R4) must be received by the Secretary by 4pm TUESDAY (match day). See Rule 18. (d) DELIVERY OF MATCH RESULTS SHEETS Fine: $5 per team 8. STARTING TIME (a) The starting time for Tuesday Pennant to be no later than 10.30am. Earlier starts can be arranged by mutual agreement - except for Finals matches. (b) If either team is not present or no set playable 15 minutes after the starting time, the 1st set will be forfeited by the defaulting team, with following sets being forfeited at 20 minute intervals – any team not in attendance 1 hour after the starting time will forfeit the whole match. (c) 1 court only is required to play Association matches. 2 courts or shared courts can be used, if they are available. (d) No Mid Week Tennis to be played on Melbourne Cup Day. 9. MATCH RESULTS SHEETS (a) Home team captains must fill out the Match Results sheet first, listing Christian and Surnames in order of play. Opposing captain to list her team before the start of the match. Do not list absent players. See Rule 11.(d) SETS (b) The position the players play in a team is the responsibility of the respective captains. Match Results sheet to be signed by appointed captain of the day. (c) If a player competes in a set different to the listing on the Match Results sheet, then at the end of the game played when the error is discovered, all games won by the defaulting team in that set will be forfeited and the set resumes with the revised game score and the correct player or players competing. If the error is discovered after a set is completed, then the set will be awarded to the team not in default 6 - 0. In no event should a set or game once started be replayed. (d) Signed Match Results sheets cannot be disputed. 10. BALLS (a) 2 pairs of new top grade balls are to be supplied by the home teams for all home and away matches and 1 pair of new top grade balls are to be supplied by both competing teams for each Finals match. Penalty: loss of relevant sets 6 - 0. (b) Extra balls can be used with the agreement of both captains. Change balls at the end of a set. 11. SETS (a) Play to be continuous with breaks between of not more than 5 minutes unless agreed to by both captains. (b) Each team will play 6, tie-break sets of doubles in the following order: Set 1 -1 & 2, Set 2 -3 & 4, Set 3 -1 & 3, Set 4 - 2 & 4, Set 5 -1 & 4, Set 6 -2 & 3. This order of play to be followed unless agreed to by both captains. (c) A set can be won by either the first to reach 6 or 7 games with 2 games clear (6 – 4 or 7 –5). If the score reaches 6 games all, a standard tie breaker will be played and the score will read 7 games to 6. (d) Teams must compete with 3 players if a full team is not available. Number 4 player’s sets must be forfeited. In Finals Matches a full team of 4 players must be available. See Rule 15. GIVING A FORFEIT (e) Any player leaving the courts for any reason must be prepared to forfeit her set. (f) Children – except Junior players participating in a match - are not permitted within the court area during play. 12. STANDARD TIE BREAK (a) A pair who first win 7 points will win the game provided the lead is by 2 points or more. If the score reaches 6 points all, the game will continue until the lead is by 2 points. Numerical scoring is to be used in the tie-break game. (b) The player, whose turn it is to serve will serve the first point. Then each player will serve in rotation for 2 points, in the same order as before in that set, until the set has been decided. (c) From the first point each service is to be delivered alternately from the right and left courts, beginning from the right court (d) Players to change ends after every 6 points. 13. UMPIRES FOR HOME AND AWAY MATCHES (a) Umpires for home and away matches are to be appointed at the request of either Captain of opposing teams. 14. WITHDRAWING A TEAM (a) A club withdrawing a team from the competition will be fined $20. All teams opposing the withdrawn team will be credited with maximum premiership points and full percentage from the start of the 1st match of the season. 15. GIVING A FORFEIT (a) A team with 2 or more unavailable players must give a forfeit. (A team with 3 players available is not considered a forfeit). Fine: $10 per team - See Rule 11.(d) SETS (b) A team giving a forfeit must notify the opposing team 1 hour before the starting time of the match. Fine: $10 per team (c) In Finals matches a full team of 4 players must be available or a forfeit given. Fine: $10 per team 16. RECEIVING A FORFEIT (a) The captain of a team receiving a forfeit to forward the names of the players to have participated in the match on a Match Result sheet to the Secretary by Friday following the Tuesday matches. Fine: $5 per team (b) A team receiving a forfeit to be credited with maximum premiership points and full percentage (except when matches are abandoned due to adverse weather by the Match Committee). 17. ADVERSE WEATHER (a) The Match Committee will decide when matches are to be abandoned because of adverse weather WITH THE EXCEPTION OF THE FINALS MATCHES. (Finals will not be called off by the Match Committee.) Court referee’s should allow extra time before abandoning a final. (b) If matches are abandoned by the Match Committee matches will not be played and points will be divided equally. This includes forfeited matches and matches started early. Teams having a bye will not receive any points. (c) If a home and away match is interrupted and team captains agree that no further play is possible, the remainder of the match will be abandoned. (d) No team or individual should feel obliged to play because of adverse conditions, e.g. too wet, extreme heat. (e) Completed sets of an abandoned match will stand and the remaining points will be divided equally. A team in an unbeatable position at the time of interruption will receive the points for winning the most games. (f) No match is to be abandoned by captains before 11.30am, this includes matches started earlier than 10.30am. If play had not started, Match Results sheets must be filled in with the names of the players to have participated in the match. If captains are unable to agree, the match should be referred to the Match Committee. (g) Match Results sheets for abandoned / interrupted matches must be submitted as per Rule 18. 18. DELIVERY OF MATCH RESULTS SHEETS (a) 1 Match Results sheet, signed by opposing captains to be forwarded to the Secretary by the home team by FRIDAY following the Tuesday matches. Fine: $5 per team (b) Regrading round (R3 or R4) Match Results sheets must be received by the Secretary by 4pm TUESDAY (match day). Fine: $5 per team Results on Match Results sheets, signed correct, will stand unless a breach of the By-laws has been committed. All alterations on Match Results sheets are to be initialled by both captains. (c) Last round Match Results sheets must be received by the Secretary by 4pm TUESDAY (match day). Fine: $5 per team 19. PREMIERSHIP POINTS (a) The method of awarding points will be on the basis of 1 point per set won and 2 points for the overall winner of the games. (b) The winner of any match will be the team awarded the greater number of points. 20. FINALS (a) Captains in all Finals matches must fill in a separate Match Results sheet in the order her team is to play. This sheet to be handed to the Court Referee, by 10.15am. (b) The Court Referee is to be responsible for Finals matches starting on time and shall have full power to adjudicate any disputes arising out of Finals matches with access (if needed) to the overseeing Match Referee. (c) The forwarding of BOTH Match Results sheets is the responsibility of the winning team. Match Results sheets must be received, by the Secretary, by 4.00pm, Tuesday (match day). Fine: $5 per team. (d) 1 pair of new top grade balls to be supplied by each competing team for Finals matches. Extra new balls can be used with the agreement of both captains & court referee. Change balls at the end of a set. (e) If there is a draw in any of the Finals matches Set 1 players (No’s 1 & 2) will play an extra complete, tie break set to decide the match. The winning team will be the team whose players win the extra set. 21. FINALS COURTS (a) All Finals matches to be played on neutral courts, these courts to be allocated by the Match Committee. (b) Where 2 courts are allocated for Finals matches, full use must be made of both courts for the 6 sets. (c) Any variation to the above must be with the agreement of both captains and Court Referee. 22. FINALS PLAYERS (a) To be eligible to play in any Finals match, players must have taken part in at least 3 competition matches with the club and be otherwise eligible. (ineligible if registered after the 10th round). (b) For Finals matches the emergency must be immediately available for play. If the emergency is not immediately available for the set to continue - after the last completed point, it will be forfeited. See Rule 5.(c) EMERGENCY PLAYERS (c) Teams must compete with 4 players in Finals matches. If a full team is not available, a forfeit must be given and home and away forfeit rules applied. See Rule 15.(c) GIVING A FORFEIT 23. FINALS UMPIRES (a) Any club failing to provide umpires where appointed will be fined $20 per person absent. (b) 8 Team Grades: The teams finishing 6th, 7th and 8th are to supply 4 umpires each to umpire the Semi-finals. The team eliminated from the Semi-finals is to supply 4 umpires and the team finishing 5th is to supply 2 umpires to umpire the Preliminary final. The team losing the Preliminary final is to supply 4 umpires and the team finishing 5th is to supply their remaining 2 umpires to umpire the Grand Final. (c) 7 Team Grades: The teams finishing 5th, 6th and 7th are to supply 4 umpires each to umpire the Semi-finals. The team winning their way into the Grand Final is to supply 4 umpires to umpire the Preliminary final in a different grade, where deemed practical by the Match Committee. The team eliminated from the Semi-final is to supply 2 umpires to umpire the Preliminary final. The team losing the Preliminary final is to supply 4 umpires together with the remaining 2 from the eliminated Semi-final to umpire the Grand Final. (d) 6 Team Grades: The teams finishing 5th and 6th are to supply 4 umpires each to umpire the Semi-finals. The team winning their way into the Grand Final is to supply 4 umpires to umpire the Preliminary final in a different grade, where deemed practical by the Match Committee and the team eliminated from the Semi-final is to supply 2 umpires to umpire the Preliminary final. The team losing the Preliminary final is to supply 4 umpires together with the remaining 2 from the eliminated Semi-final to umpire the Grand Final. (e) Where there are 2 teams in the same grade, from the same club they will not umpire their own club Finals matches. (f) Children are not permitted on the court with umpires during the playing of the Finals matches unless they are taking part in the umpiring of the match. 24. FINALS WEATHER RULE (a) If there is adverse weather during the Final matches, teams and umpires must attend their allocated courts, as matches will not be called off by the Match Committee. Court referee’s should allow extra time before abandoning a final. (b) If there is continual rain during the playing of the Finals matches and the captains and the Court Referee agree no further play is possible, the remainder of the match will be completed the following week starting at the exact point of interruption and with the same players playing and same club umpiring. (c) Teams requiring an emergency to complete the match must apply before the match restarts to the Match Committee and the Court Referee must be notified before the match restarts. 25. GENERAL INFORMATION FOR FINALS (a) Clubs should make sure their clubrooms, courts and toilets are opened by 10am for competing teams and umpires. (b) Where 2 teams are named to umpire, members from each club are to umpire on each court. (c) Competing teams must supply -1 pair of new top grade balls, 1 Match Result sheet per team and lunch, including milk, tea, coffee, sugar and tea towels. (d) Both competing teams must share the duties of serving lunch, with umpires served first. (e) Clubrooms are to be left in the condition they are found. (f) Winning team to deliver BOTH Match Results sheets by 4pm on match day. See Rule 20. (c) FINALS 26. PREMIERSHIPS (a) A premiership photo is to be awarded to the winning team. (b) Where a team wins a premiership and is undefeated throughout the season (including Finals), they will be regarded as champions. This includes draws during the season. 27. PROTESTS (a) Protests and/or general complaints must be lodged in writing to the Match Secretary with a copy of the letter to the offending club by Friday following Tuesday matches. (b) In the case of a dispute over the imposition of a fine, the club has the right to present its case in person to the Management Committee. (c) On resolution of the dispute, clubs are to be notified, in writing, of the outcome. ADMINISTRATION (a) Only registered Club Secretary’s or Mid Week representatives may contact the Secretary. (b) Administrative paperwork or forms required by the Association or Match Committee are to be supplied by the due date. Fine: $5 per week or part thereof. (c) Proposed alterations to Rules & By – Laws to be received by the Secretary by July 1st – for voting on at Annual Meeting. 29. TENNIS ATTIRE (a) Players to wear only recognised tennis attire (tennis dresses, shorts, skirts and tops), including footwear. Tracksuits are permitted to be worn under correct tennis attire for pennant matches - including finals. CODE OF CONDUCT The purpose of the Code To preserve the image and integrity of tennis in the Bellarine Peninsula Tennis Association Inc. The objectives of the Code To maintain the good name of tennis, to promote sportsmanlike conduct and to provide a framework within which the purpose and the objectives are achieved. Scope of the Code It will apply to all competition matches, Tournaments and Championships conducted by the Bellarine Peninsula Tennis Association Incorporated. Interpretation of the Code The BPTA Match Committee is the sole authority in interpreting the Code of Conduct. Reporting & Notification of Violation Breaches The player will be notified immediately if reported by any official or appointed official to the Match Referee on match day. The Match referee will report in writing to the Match Committee. If a player is reported by formal complaint, lodged by a club in the correct manner to the Secretary with copy to the offending club by 5pm Friday following the match. The club representative will be notified within 24 hrs if further action is to be taken. Any reports or formal complaints will be treated as strictly confidential and will not be discussed with any uninvolved or outside parties. Violation Penalties Where, in the opinion of the BPTA Match committee, a Violation has occurred, the Match Committee may impose the following on the player/s involved : (a) For the first Violation of 1 – 12 the BPTA Match Committee may issue a formal warning. (b) For the further Violations of 1 – 12, refer the case to a Disciplinary Panel. (c) For Violations of 13 & 14 the case will be immediately referred to a Disciplinary Panel. The Disciplinary Panel may issue: a formal warning / reprimand and / or an approved letter of apology / regret as directed. Non compliance will result in an automatic 4 match suspension or a 1 match suspension or a 4 match suspension or an 8 match suspension or a 6 month match suspension or a 12 month match suspension or suspend the suspension for a set time or recommend a player be expelled from the Association or any other penalty deemed appropriate Violations & definitions (1). Unsportsmanlike Conduct A player or umpire will not, during any match or at anytime within the precincts of the site of an event, engage in conduct to the prejudice of the image and integrity of tennis. (2). Dress A breach of this Code occurs if a player does not dress and present themselves for play in approved tennis attire. Clean and customarily acceptable attire must be worn at all times during the match. (3). Coaching A player or umpire cannot receive coaching from any person while a match is in progress. Coaching is permitted where there is interruption to play caused by bad weather or where players leave the court. (4). Spectators Where a match is disrupted or interfered with by the action of spectators known to one of the players, (eg. Coach, parents, family or friends) the BPTA Match Committee may utilize this Code against the relevant player to ensure that any future disruptions are satisfactorily controlled. (5). Audible Obscenity A player or umpire shall not use offensive or obscene language within the precincts of any event. For the purpose of this rule, audible obscenity is defined as the use of words commonly known and understood as profane and uttered clearly and loudly enough to be heard by a person on an adjacent court or outside the fence surrounding the court on which the match is being played. (6). Visible Obscenity A player or umpire shall not make any offensive or obscene gestures within the precincts of any event. For the purpose of this rule, visible obscenity is defined as the making of signs by a player with their hands and / or racquet or balls that commonly have an obscene meaning or improper to reasonable people. (7). Abuse of Equipment/Balls A player or umpire shall not violently or with anger, kick or throw a ball, racquet or other equipment, or in any way unreasonably interfere with any court fixture and equipment. For the purpose of this rule, abuse is defined as intentionally hitting a ball out of the enclosure of the court, hitting a ball dangerously or recklessly within the court or hitting a ball with negligent disregard of the consequences. In addition, abuse of racquets or equipment is defined as destroying or damaging equipment during a match out of anger or frustration. (8). Leaving the Court A player or umpire leaves the Court area during a match (including the warm up) without the permission of opposing players or an umpire / referee, if present ie. finals or any umpired match. (9). Rest Period A player is not ready to resume after the 5 minutes allowed between sets. In extreme heat common sense should prevail and extra time may be taken to avoid heat stroke. (10). Best Efforts A player does not use their best efforts to complete and win a match. (11). Conduct Unbecoming A player or umpire who behaves in a manner considered to be detrimental to the best interests of the Event and the sport, will be deemed to have committed a violation. For the purpose of this Rule, a violation may occur at or away from, the Precinct, eg, a shopping centre, restaurant etc. (12). Post match offence If a player or umpire commits any offence after the conclusion of their match, it will be recorded as a post-match violation. (13). Verbal AbuseA player or umpire shall not, during any event, verbally abuse any official of the Association, opponent, spectator or other person. For the purpose of this rule, verbal abuse is defined as a statement directed to an official of the Association, opponent, spectator or other person that implies dishonesty or is derogatory, insulting or otherwise abusive. (14). Physical AbuseA player or umpire shall not physically abuse any official of the Association, opponent, spectator or other person within the precincts of the site of a sanctioned event.
