Portarlington Community Association

HISTORY


The history of the Association can be traced back to1982 when it was known as the Portarlington Progress Association until 1984. It then formed as the Progress and Traders Association in October 1988. After a short lapse, the Association was re-vitalized and became the Portarlington Development Association in February 1991, with incorporation following on 30th June 1992. It worked under this banner for the next ten years. Then in March 2002 it was decided to up-date again, changing the name to the Portarlington Community Association Inc. under which it exists in its present form today. The Constitution and name were ratified on 25th June 2002. The PCA is currently working on updating its 5-year plan and adding members’ input for an even more vibrant and rewarding future for the communities of Portarlington and surrounding areas.

Since its beginnings, PCA representatives have participated in a wide range of consultations, seminars and public meetings that have brought about many initiatives and achievements. We have had guest speakers at our meetings from the City of Greater Geelong discussing issues such as: Open Spaces Plan, Waste Management, Plantings in Nature Strips and a Planning Forum.
In recent years the PCA has been the catalyst for many improvements, whether involved directly or indirectly, it has supported a variety of community projects and initiatives including the following:

1992 - Portarlington Pier development (completed 1995). Application for the supply of natural gas (completed 2001). Establishment of 30 bed Hostel for the Aged: Ann Nichol House. Establishment of Ambulance Station in Drysdale. Up-grade of shopping centre streetscape. Port Report. Adventure Park erected within W.G.Little Reserve (officially opened 1993).
1993 - Neighbourhood Watch. Christmas Carols. Submission for Ferry Service.
1994 - Sproat St. Roundabout.
1995 - Retaining Police Residence in town.
1997 – Corresponding with Portarlington, Ireland. Questionnaire to local residents. Opening of Information rotunda in Little’s Reserve.
1998 – Community Day in Parks Hall to provide information re.facilities available in town. Publication of Community Directory. Set up Fighting Fund to establish a Community Bank (official opening 1999). Negotiated with Foreshore Committee re. funding for Flora & Fauna Reserve (originally proclaimed as a reserve in 1858)
1999 – Sponsored Inaugural Line Dance Long Weekend attended by dancers from Victoria & Interstate. Installation of Flag Poles. “Back to Port” celebrations.
2000 – Supported establishment of Skate Park. Initiated Bach & Brubeck Series. National Cycling Championships.
2001 – “Friends of the Flora & Fauna Reserve formed. Updating and distribution of 2500 Community Directories (completed 2002). Established list of short-term & long-term projects for Portarlington to include: Neighbourhood House/ Strategic Plan for Bellarine Peninsula/ Tourist Information Centre/ Fishermens’Memorial Historical Centre/ Upgrading of Footpaths/ By-pass bays for Portarlington-Drysdale Road/ By-pass road for Drysdale/ East-West traffic through Geelong.
2002 – Hosted Moorabbin Brass Band Concert. Representative chosen to be on Safe Harbour Reference Group. Speed limit lowered in Newcombe St. to 50 km.for summer season. New letterhead/logo design.
2003 – Petitioned for retaining full-time Customer Service Centre on the Bellarine Peninsula resulting in Centre at Drysdale being re-instated to full-time. Sponsored Clean-up Australia Day event. Supported Inaugural National Celtic Festival’s relocation to the Bellarine Peninsula after 10 years in Geelong.
2004 – Co-ordinated “Biggest Afternoon Tea” in aid of Cancer Council. Pedestrian crossing installed in Newcombe St. Updating of Constitution. Flags with PCA logo completed and flying in main street. Establishment of History Group.
2005 – Hosted “Meet the Candidates” public meeting prior to Council Elections. Co-ordinated Tsunami Appeal Collection for Drysdale Rotary Club. New seats and bike racks installed by C.O.G.G following request by PCA. Updating of Portarlington/Indented Head Structure Plan. Investigated town adopting a “Plastic Bag Free” zone. Initiated formation of Craft Unlimited group. Published revised Community Directory. Retirement Village policy for Portarlington. Bellarine Peninsula Recreation & Leisure Needs study. Building Control Group for Parks Hall Refurbishment. Initiated Bellarine Police Community Support Register.
