Enclosed please find cuttings from -
1. 'The Mail' of 19. 2.1955 concerning the accounting system
in the Department of Territories, Darwin, and a
brief reply by the Minister, Mr Paul Hasluck.
2. A further reply by the Minister for Territories, Mr P Hasluck
from 'The Advertiser' of 21. 2.1955.
Your attention is drawn to the reference in 'The
Mail' concerning payments of child endowment to aboriginal children
on cattle stations, which were suspended by this office.
Since your approval to pay for the first child,
considerable difficulty has been experienced in securing sufficient
information to enable this office to resume payment of claims to
Managers of cattle stations. The Department of Territories have
been written to on several occasions, and schedules have been
prepared and forwarded in order that they should be checked, but
to date no reply has been received. Owing to the lack of
information, it became necessary to make a direct approach to
the cattle station managers, and in some cases the information
was considered satisfactory and payment was made.
Today Mr H C Giese, Director of Welfare, and Mr
E C Evans, Chief Welfare Officer, both of the Northern Territory
Administration, Darwin, called at this office and discussed at
length the question of payment of child endowment for the first
child by this Department, and maintenance payments by the Department
of Territories for these aboriginal children.
It would appear that, owing to staffing difficulties
and turnover in staff, the Administration in Darwin has not been
able to give proper attention to our requests, but the two
gentle mentioned are confident that in future relations with
this Department will be on a co-operative basis.
A full report concerning the visit of these gentlemen,
and the arrangements made by this office with them, will be
forwarded to you in the course of a few days.

Please find enclosed three copies of statement showing
amounts of child endowment paid to the manager of Elsey Station
in respect of aboriginal children on Elsey and Hodgson Downs
Stations, during the financial year 1949 - 1950.
It is not possible to give the names of the children
paid for on the claims of Bunny, Manbullo Maudie, Daisy and Olga
as the claims for these endowees have been cancelled and since
destroyed. However, records indicate that Bunny died in June,
1950 and that the three other endowees left the Station during
the same month.

Further to my previous reports on this subject, I have now
to advise that arising out of certain investigations made in this office
in respect of four aborigine children who have been transferred south
from Alice Springs and have been placed with Miss L E Williams of
Blackwood, South Australia, the following information has been obtained :-

On her claim Miss Williams has stated in the reply to the question
as to whether any contribution to the support of the child is being made
by the Commonwealth or State Authority, 'Yes. A Government grant is
to be made through the Department of Native Affairs'. The matter was
then taken up with the Director, Native Affairs Branch and the following
advice has been received :-
(a) The amount per week to be paid by this Administration
for each child is 20/-.
(b) This amount will be paid for the duration of their stay
with Miss Williams which it is hoped will be until
they have at least completed their primary education.
(c) This amount was not previously paid to their parents
nor was any contribution made to them for maintenance.
However, their living conditions with their parents
in Alice Springs were regarded as sub-standard.
No further enquiry has been made from this office as it is
thought possibly this matter has been revealed as a result of investiga-
tions made in your office concerning the matters previously represented.
It is thought that the payment of this grant by the Native Affairs
Branch would preclude the payment of child endowment vide Section 97(b)
of the Act.
It is proposed to withhold further action on this claim until
your direction has been received.
