22. 2.1962 Clara Malanyan, Victoria River Downs ROW186 Amendments to Register.
In the Register Clara's date of birth is given
as 1922, but at Victoria River Downs she is considered to be
at least 50 years old and Darwin medical records indicate
that she is an 'old woman'.
Clara has a daughter, Patsy Lidabungali, born
in 1928, and a halfcaste son, Allan Griffiths, born in 1936.
The Station has altered its records in
anticipation to read 1912 as her date of birth.
Clara is now in Darwin Hospital and I suggest
if any additional information is required to alter the
Register, she be contacted.
9. 2.1962 Ardis and Aldis are indeed one and the same
person, a double entry having been made in the Register
of Wards. On page 41 Ardis is incorrectly stated to be
a male. Investigation reveals that Aldis is the correct
name.
8. 1.1962 On Page 1 of the Register of Wards appears an Aldis
Luritja. Date of birth 1940, and on page 41 appears an Ardis
Warai Luritja, date of birth 1937, who is stated to be a male.
Ardis is shown on the card held in this office to be a female
and to have a consort Paulua Wilyuka.
It would appear from this that Ardis is the person
referred to by Social Services and there is a possibility that
Aldis and Ardis are the same person. Would you please check
this and advise me of your findings.
7.12.1961 Child Endowment - Aldis Wiljuka aka Aldis Paulis Maryvale Station
The abovenamed employee has been overpaid 33 pounds as at 26th September,
1961. This overpayment occurred when a claim was lodged for Aldis Paulis
on the 14th February, 1955 and a duplicate claim in the name of Aldis
Wiljuka was lodged on 23rd May, 1957. Payment on the first claim was made
at 1 pound per four weeks direct to endowee and payment on the second at 1 pound
per four weeks, was made to your office.
It is noted that on 14th May, 1956, your office advised that
Aldis Paulus was not an aboriginal within the meaning of the Aboriginals
Ordinance 1918 - 1953. When the claim for Aldis Wiljuka was lodged in 1957
inrespect of two children June and Phillip, payment was made for one
child only, claimant considered being the wife of an aboriginal employee on
a cattle station. If at this date Aldis Wiljuka was not deemed to be an aboriginal
payment could have been made at 3 pounds per four weeks.
It would be appreciated if you would advise whether Aldis Wiljuka
was in 1957, regarded as an aborigine within the meaning of the Aboriginals
Ordinance 1918 - 1953.

Undated The following people were declared as wards but should not have been.
(1) Some full blooded Aborigines who have reached a stage of
development where special care and attention are no longer
necessary for them. This group comprises
Phillip Roberts, his wife Hannah and their children Phyllis,
Rhoda, Connie,and Mavis. Phillip Roberts is a medical
assistant employed by the Department of Health.
Sandy Willika and his wife Lily. Sandy Willika has been employed
in Katherine by the Municipal Section on Award wages for the past
two years. He has two children, the older inadvertently omitted
from the Register of Wards and the younger born after May 1957
and has therefore not been declared a ward.
(2) A full blooded Aborigine who was exempted from the provisions
of the Aboriginal Ordinance but who was declared to be a ward.
Alice Fejo is the widow of a part-coloured returned soldier and
after his death she was exempted from the provisions of the
Aboriginals Ordinance by notice in the Northern Territory
Government Gazette No. 11 of March 13, 1957.
(3) A number of full blooded Aboriginal women married to European
or part-coloured men and whose names should not have appeared in
the Register of Wards.

The above are all full blooded Aboriginal women who are
married either to European or part-coloured men and were
so married at the time of the commencement of the Welfare
Ordinance.

Jack, John, Peter, Ray, Shirley and Susan Farrell are children
of Biddy Farrell and are part coloured.
4. 4.1960 Correspondence about Diamond Majiga.
Diamond Majiga, ROW 110, estimated DOB 1930.
Both of Diamond's parents are deceased and their names are unknown.
Diamond has 3 sisters:
Judy Ala-Jinggu, ROW 117, married to Fred Naminjulu, ROW 112.
Daisy Mambudja, ROW 109, married to Hector Julum, ROW 113.
Nancy Alminnud, ROW 122.
Diamond formed an early association in Katherine with a ward called
Lorna who cannot be identified with the Register of Wards. Lorna is
now deceased but the association split up in approximately 1947. Also
in 1947, Diamond apparently moved to Darwin where he was employed as
an orderly at Bagot Hospital. There has been no issue from either his
association with Lorna or Linda, his present consort.
According to our records Linda, ROW 118, is the daughter of
Charlie Najarubu, ROW 109, and Marawudju, ROW 119. This parentage
cannot be correct as the father would have been minus 7 years of
age at the time Linda was born and it is clear that Marawudju had
some previous consort. This is supported by the fact that he has
two half-brothers, Sydney Yalmur, ROW 128, and Brisbane Gulmululu,
ROW 108.
At a very early age Linda contracted a bush union with Balir-Balir,
ROW 106, and by him was born a daughter Josie Bumia, ROW 117, who
was born when Linda was approximately 16 years of age. This daughter
Josie is now married to George Wubunu, ROW 112. Linda claims that
Balir-Balir, who is an uncle of Ted Cooper, treated her very roughly
and apparently the last straw which broke the union was his desire
to bring Linda's sister into his camp as a second wife. The name of
this sister is not known but I feel she must have been a tribal
sister as we have no record of any blood sister for Linda. Linda then
moved into the camp of Frank Wuru Wurung-Wurung of whom we have no
record. There was no issue of this union. Linda again claims of ill
treatment by her consort and in the late 40's or early 50's she came
to Darwin for treatment following assault upon her by Frank. On
discharge from Darwin Hospital she went to Bagot Hospital where,
in about 1951, she formed an association with Diamond who was
working at Bagot Hospital and an orderly. There is no issue of this
union.
Please note that in Mr Sweeney's notes Josie the daughter of Linda and
Balir-Balir, appears as Rosie. This has been checked and the daughter
Josie is definately the child of that union.
It is clear from this information that the nature and number of marriage
type associations that Diamondhas made would recommend his declaration as
a Ward under Section 14 (1) (c).
His closest personal association is with his present consort Linda and
again the nature and number of her marriage type associations, especially
the first, of which a child was born when she was about 16 years of age,
would suggest the need for Diamond's declaration as a Ward under
Section 14 (1) (d).
Further, Diamond lives among and associates with Wards at Bagot Settlement
with whom he converses in a language not English. He takes part in
corroborees and while he lives in one end of a hut and has made some
endeavour to improve his domestic surroundings, these surroundings are
still far below the standards of the Darwin community generally. At the
same time the part he plays in the rituals of his group is so great that
he might be considered a 'Doctor Blackfellow'. These would be further
reasons for his declaration as a Ward under Sections 14 (1), (c) and
(d).
It has been my experience at Bagot that Diamond uses the advice of
staff in the management of his affairs. Examples of this would be the
need for staff to help him with his arrangements for travel when on
annual holiday and the help which he needed in the purchase and
maintenance of a radio.
Diamond is at this time earning three pounds ten shillings per week
and it is my opinion that this is a reasonable return for the work
he performs. He would obviously be unable to live at community
standards within the community on such an income. This would
commend his declaration as a Ward under Section 14 (1) (a).
16. 3.1960 Tennant Creek. Ward Judy Nagamara.
On Page 254 of the Register of Wards there is an entry recording
Judy Liliangnuli Nabarula. On the other hand I can find no record
of Judy Nagamara, daughter of Nat (incorrectly written Net) Warano
Jupila (Jabarula) page 255. Other children of Nat shown on the
Register are Ted Jagamara, page 256, Edith Nagamara, page 253 and
Cliff Jagamara, page 252. I am unable to locate another son
Paddy Jagamara.
Would it be possible to check your records if the Judy on page 254
should, in fact, be Judy Jagamara.
For your further information, in case it has not been recorded,
Judy was tribally married to Peter Jabaljari, page 256, in
January, 1958, at Warrabri.
This couple has now adopted the European surname of Graham
and will be in future referred to as Peter Jabaljari Graham
and Judy Nagamara Graham respectively.
12. 5.1960 Finke River Mission Hermannsburg.
In reply to your letter 60/337 of the 4th May in regard claimants
for Old Age Benefits, I give the followingparticulars.
Ruth Ebatarinja, is a half-caste, thus a non ward and also
Clara Inkamala, wife of Reinhold Inkamala, is a part-coloured,
thus a non ward but both are shown on the Census of Part
Coloured taken by Mr G Holden on 2.10.1958, and am wondering
if this is enough identification.
In his census he had Ruth as born in 1886 whereas in our
records we have her as born in 1884 and he had Clara as 1900
whereas we have it as 30.10.1898.
Injabadi also spelt Entjibati is the wife of Mick Tempe, she
was born in 1899 at the Petermann Ranges whereas Mr Holden
has her born at Tempe Downs in 1890 in his census of 6th June
1959, and Larry Yatjitja, sometimes spelt Ljatita, is also in
the same Census.
If this is not enough information to satisfy the Director of
Social Services, let me have a further supply of forms.
For Sophia Raogguraia and Alexander Mamaluka, I am enclosing
the completed forms.
I was wondering if it is possible for me to obtain a Register
of Wards for my use thus saving troubling Rev. Scherer to get
his each time I require it.
5. 4.1960 Katherine. Application for Citizenship
The Ward Jimmy Campbell who is shown in the Register of Wards
on page 60 has requested that he be considered for full
Citizenship rights. For three or four years he has been in
regular employment with the Commonwealth Railways, at Award
rates of pay as a fettler.
He came to the Northern Territory about 1930 with a droving
plant from Marree in South Australia. I have known him since
1946. He claims his father was an Afghan who died in Marree
When Jimmy was a baby. His appearance would indicate that his
claim in this respect is correct.
Jimmy Campbell is also known as Jim Gamble under which name
he is probably employed by the Commonwealth Railways.
He has one child attending the Elliott School and another
the Newcastle Waters School. He is keen regarding the
education of his children.
He does not remember his father's name but his mother was
known as Rosie who died at Aileron in or about 1945.
Jimmy's wife is Biddy Mainarm whose name appears on page
54 of Register of Wards.
7. 4.1960 Alice Springs. Family of the late Albert Namatjira.
As a result of an enquiry from the Public Trustee information
regarding the family of the late Albert Namatjira was sought
from the Superintendent of Hermannsburg Mission and the
following information, obtained from the official Church
register at the Mission, was forwarded :

The year in brackets indicates the respective years of birth as

census taker did not have access to the records that are now
available and as the dates vary up to as high as ten years from
the correct year of birth it is thought that in the first
amendment to the Register the correct dates should be shown.
17. 2.1960 Darwin.
After a discussion with the Crown Law Officer, Mr Withnall, on
the Welfare Bill passed at the last meeting of the Legislative
Council, I understand that those aboriginals married to non wards
and already declared wards, could only be removed from the
Register by proclomation.
Will you please take steps to have the following removed from
the Register of Wards:

10. 2.1960 Appeal against declaration as a ward : Ross Davis - Jay Creek
I refer to the District Welfare Officer's memorandum U.123/4
dated 13th January, 1960, hereunder:-
'Ross Davis approached me with the request that his name be
removed from the list of Wards. The name appears on page 166
of the Register and is shown as Ross, Group Warai, Tribe
Aranda, Year of Birth, 1926.
Particulars of Ross Davis' parents are as under. He was born
near Morris Soak, his mother being Maudie Davis a mixed blood,
his father a full blood aboriginal. The father of Maudie was
Brett Davis a white man, whilst her mother was a full blood
aboriginal named Ulurka, a member of the Kaiditj tribe.
Ross Davis engages in employment in the pastoral industry,
mainly at Hamilton Downs, and has resided in the Alice Springs
district all his life. His associates are mainly half castes
and he was unaware that his name had been included on the List
of Wards until he was arrested and charged with 'Ward Drink
Liquor'.
At present Davis is employed by the Animal Industry Branch
handling salt.
Ross Davis is also known as Ross Morris and Ross.
It is recommended that this request should receive favourable
consideration.'
This memorandum was received by me in Darwin and was brought to
Alice Springs for the purpose of more precise identification and
information as to the parentage of Ross Davis' mother, Maudie.
Under all these circumstances it is apparent that the declaration
of Ross Davis to be a ward is invalid and I strongly urge that a
submission be made to the Administrator with a view to having
Ross Davis' name removed from the Gazette notice.
Since my arrival in Alice SPrings Davis has again been arrested
and charged with, being a ward, he did drink liquor, and on this
occasion he has sought legal aid by engaging Mr N Hargrave. The
case has been adjourned until tuesday 16th February.
If you agree with the above recommendation I would appreciate
telegraphic advice that action has been taken to seek the
Administrator's approval for the removal of Ross Davis' name
from the Register and on receipt of such advice I will so
inforn the local Inspector of Police, who I feel sure will then
withdraw the charge. This will obviate any possible adverse
publicity repercussions.
