Hi Joanne and welcome to the eforum.

It is quite possible that you have dung beetles in your horse dung. There is anectdotal evidence that some species prefer horse dung to cattle dung. I have included some links that may help identify which beetles you have.
The first is the "dung beetle dictionary" produced by the "Dung Beetles for Landcare farming" group

DPI has some useful fact sheets on cockchafers (redheaded and blackheaded).
